Contractors
The OWA engages experienced engineering and environmental companies as Prime Contractors for packages of assigned work. Their mandate is to efficiently decommission and reclaim orphan wells, facilities and pipelines, while managing a safe work site on behalf of the OWA. Health and Safety is critical at the OWA – we consider a company’s safety record during the Prime Contractor selection process.
Prime Contractors may engage qualified subcontractors to complete specific parts of the work package through a competitive bid process, with the OWA’s involvement.

The OWA typically does not directly engage contractors other than Prime Contractors for area-based closure work. Service providers interested in working on OWA projects should see Current Project Information and contact the appropriate Prime Contractor.

In what areas of Alberta do you work?
The OWA works across the province. After risk-assessing and prioritizing our inventory to ensure public safety and environmental protection, we look for opportunities to bundle projects regionally to maximize efficiencies. We deploy Prime Contractors so that, wherever possible, they work on several projects in an area, approaching sites as one larger initiative from a workforce and supply-chain view, regardless of the corporate holder of orphaned liabilities.
How do I get on your contractors list?
The OWA’s work is carried out by Prime Contractors who act as our representatives in the field and are responsible for complying with OWA’s safety and other regulatory requirements. Prime Contractors conduct a competitive procurement process for each package of work they receive to select necessary subcontractors, who will perform part of the decommissioning, remediation and reclamation work where specific skills and experience may be needed. OWA reviews and approves the subcontractor recommendations before any work is awarded.
How do I become a Prime Contractor?
